Government sends set of construction bills to parliament

The Croatian government sent the construction, spatial planning and building inspection bills to parliament on Thursday with a view to simplifying administrative steps that precede construction and encouraging investment in the construction sector.
 

Prime Minister Zoran Milanovic said he believed the new bills would remove obstacles to investment and construction and improve the general competitiveness of the country.

The three bills would replace the existing Spatial Planning and Construction Act and, according to Construction and Spatial Planning Minister Anka Mrak Taritas, would speed up decision making processes, strengthen accountability, simplify the entire system and ensure its transparency.

Under the Spatial Planning Bill, building location permits would be required only for mineral exploitation, for projects requiring expropriation of property, and for major projects such as conversion of former military installations into tourist facilities. Under the Construction Bill, only one permit would be required and that is a building permit, which would be valid for three years. Under the Building Inspection Bill, some of the duties of building inspectors would be transferred onto municipal inspectors.
