Croatian Prime Minister Zoran Milanovic said in Brussels on Thursday that he was reserved about a proposal by the European Commission to establish a European Border and Coast Guard.

"It broadly expands the EU's competencies. Some states are against it, I have reservations. It should be discussed," Milanovic said upon arriving in Brussels for a summit of EU leaders which was to discuss, among other topics, an EC proposal for the establishment of a European border and coast guard to replace Frontex.

Under the proposal, it would be possible to send members of the new guard service to the EU's external borders even if the member-country on whose borders the new service's personnel is deployed does not give its consent.
