Prime Minister: Special laws needn't be in line with general legislation

Prime Minister Zoran Milanovic on Thursday asserted that two bills - one on strategic investments and the other on hydrocarbons - were special laws which did not need to be aligned to general legislation, and that the only thing that was important was that they were not in contradiction to the constitution or the principle of legal order, at the end of the day's cabinet meeting.

When a special law - lex specialis - is concerned then it is normal that it differs from general legislation, it can even be in contradiction as long as it is not unconstitutional or does not contradict the principles of legal order, he said.

Laws of this nature are adopted in order to accelerate procedure or to achieve a special objective, he added.
